UNU-IAS Fellowship 2011 (Open until 28 February 2011)

The United Nations University - Institute of Advanced Studies (UNU-IAS) is offering PhD and Post-Doctoral Fellowships to young scholars, especially from developing world, to pursue advanced research and training along with the research agenda of UNU-IAS.

Field of Research

The purpose of the UNU-IAS PhD Fellowship is to provide young scholars and policy-makers, especially from the developing world, with a multidisciplinarily context within which to pursue advanced research and training that are of professional interest to the applicant and of direct relevance to the research agenda of UNU-IAS. Research proposals for UNU-IAS PhD Fellowships should therefore relate clearly to one of the current research areas of the Institute, as well as aim to be policy relevant. Research proposals are invited in the following areas:

Eligibility and Conditions

Applicants must be at the dissertation writing stage of their PhD with a research proposal accepted by the candidate's university. Language proficiency in English is essential. Applicants from developing countries and women are particularly encouraged to apply.

UNU-IAS Ph.D. Fellowships are awarded for a period of 12 months. The starting date of the Ph.D. Fellowship Programme is 1 September. Successful applicants are required to be in Yokohama by this date. Residency in Yokohama for the full duration of the fellowship is required.

Fellows are provided with their own desk in a dedicated study room in the Institute, administrative support and desktop computing. Fellows have access to the UNU Library in Tokyo which includes an excellent collection of UN documents. They also have access via the UNU Library to various Japanese university libraries and computer databases. A limited range of other, more specialised computer hardware and software may also be available.

The fellowship provides a monthly stipend of JPY260,000 from which a monthly usage charge for accommodation is deducted (see below). A one-time-only settle-in-allowance of JPY 80,000 will be granted to each Fellow at the beginning of the programme for relocation, adjustment expenses, ground transportation and incidental costs. UNU-IAS provides Fellows with a return air ticket between his/her country of residence and Narita Airport.  Settle-in-allowance and air tickets are, however, not provided for Fellows already residing in Japan before the commencement of the fellowship. 

Fellows carry out their research in Yokohama under the supervision of a UNU-IAS faculty member and/or affiliated UNU-IAS network scholars. Fellows will spend about half of their working hours on their dissertation and the remaining half assisting the Institute’s projects and activities.

Australian Development Scholarships (ADS)

Australian Development Scholarships (ADS) are a bilateral development cooperation between the Australian Government and its partner countries. Fields of study are targeted to address agreed priority human resource and development needs of recipient countries, in line with Australia's bilateral aid program.

Each Country Program has different selection processes and timelines. Selection processes for the 2011 academic year are already underway. Country specific information on the 2012 intake will be available shortly. Further information on individual country processes can be obtained from the Australian Diplomatic Mission in the country of citizenship.

Categories of Australian Development Scholarships

There are two categories of Australian Development Scholarships:

Public sector: Applicants are public sector employees who are nominated by their governments for an Australian Development Scholarship award through a competitive selection process. Applicants are required to return to their role in the public service at the completion of their award to strengthen public service capacity in their home country. Open/equity: Applicants do not need to be nominated by their government or employer. Anyone who meets the selection criteria may apply under this category. Applicants are required to return to their country of citizenship after the completion of their award to contribute to the development of the identified priority sector in their country.

Scholarship benefits

Australian Development Scholarships are offered for the minimum period necessary for the individual to complete the academic program specified by the Australian higher education Institution, including any preparatory training. The following benefits generally apply:

• return air travel—payment of a single return, economy class airfare to and from Australia, via the most direct route
• contribution to initial visa expenses
• establishment allowance—a once only payment of A$5,000 as a contribution towards expenses such as rental bonds, text books, study materials, additional medical insurance, home contents insurance, excess baggage etc
• full tuition fees
• Contribution to Living Expenses (CLE) is a fortnightly contribution to basic living expenses paid at a rate determined by AusAID.  From 1 July 2009, CLE payable to students studying under the Australian Development Scholarship (ADS) is A$25,000
• Introductory Academic Program (IAP)—a compulsory 4-6 week program prior to the commencement of formal academic studies covering information on life and study in Australia. See information on IAPs below
• Overseas Student Health Cover (OSHC) for the duration of the award (for award holder only)—provided to cover the student's basic medical costs
• Pre-course English (PCE) fees—if deemed necessary PCE may be available for students for in-country and/or in-Australia training
• Supplementary Academic Support (Tutorial Assistance)—may be available when essential to improve the student's performance to ensure their academic success
• fieldwork (for research students only)—may be available for eligible research students for one return economy class airfare via the most direct route to their country of citizenship or within Australia.

Eligibility

Applicants for Australian Development Scholarships must satisfy both the general eligibility criteria and specific criteria established for each country. Applicants will also need to satisfy all requirements of the Australian Department of Immigration and Citizenship.

General eligibility criteria

Applicants must:

• be a citizen of an ADS participating country [external website]
• not hold Australian or New Zealand citizenship or permanent resident status
• not married to, a de facto of, or engaged to, a person who holds or is eligible to hold an Australian or New Zealand citizenship or permanent resident status
• not hold or have held an Australian government funded scholarship in the preceding 12 months at the time of application
• satisfy any specific criteria established by the applicant's country and/or government of citizenship
• satisfy the admission requirements of the Institution at which the ADS is to be undertaken
• satisfy all requirements of the Australian Department of Immigration and Citizenship.

Country specific criteria

In addition to the above general eligibility criteria, applicants must also meet specific eligibility criteria imposed by the Government of their country of citizenship. Country specific eligibility criteria are available from the Australian Diplomatic Mission in your country of citizenship.

Scholarship holders are required to return to their country of citizenship for two years after they have completed their studies to contribute to the development of their country.

Additionally, the World Bank and the Government of Japan require the scholars to return to their home countries on completion of their study programmes and apply their enhanced knowledge and skills to contribute to the development process in their respective regions and communities.

Applicants should:
1. Submit evidence of current unconditional admission (copy of formal admission letter) to at least one development-related university master's degree program and proof of application to another university located in any World Bank member country except the applicant's country. The application will not be processed without this requirement. Preference is given to applicants with more than one admission.
2. Be a national of a World Bank member country eligible to borrow (Click here to know if your country is included)
3. Be between the ages of 25 and 45.
4. Have at least 2, preferably 4 to 5, years of recent full-time professional work experience after a university degree in the applicant's home country or in another developing country and usually in public sector.
5. Hold a bachelor's degree or its equivalent in a development-related field; have a superior record in previous academic work.
6. Propose a program of study related to development at the master's level, in fields such as .
7. Be in good health and be of good character.

Few reminders:
The Program does not sponsor applicants who received their undergraduate degree from an industrialized country unless they spent three years in their home country or another developing country.
The Program does not support those who are residing, working, or studying for a graduate degree in an industrialized country or permanent residents or nationals of industrialized countries.
The Program does not support those with refugee or asylum status.
The Program does not support applicants for MBA, Mphil or PhD
The Program does not support legal studies such as JD, LLM or SJD unless related to human rights, or environment.
The Program does not support individuals who are enrolled in a graduate study program in industrialized countries or whose professional experience has mostly been accrued in these countries.

Asian Development Bank - Japan Scholarship Program

The Asian Development Bank (ADB) - Japan Scholarship Program (JSP) was
established in April 1988 with financing from the Government of Japan.
It aims to provide an opportunity for well-qualified citizens of ADB's developing member countries to pursue postgraduate studies in economics, management, science and technology, and other development-related fields at participating academic institutions in the Asian and Pacific Region.

Upon completion of their study programs, scholars are expected to contribute to the economic and social development of their home countries.
The ADB-JSP enrolls about 300 students annually in 20 academic institutions located in 10 countries within the Region.

The ADB-JSP provides full scholarships for one to two years. 

Below are the eligibility requirements;

1. A national of an ADB borrowing member country (applicants from countries that are no longer borrowing from ADB are not eligible for the ADB-JSP Scholarship).
2. Gained admission to an approved MA/PhD course at an academic institution .
3. A bachelor's degree or its equivalent with superior academic record.
4. At least two (2) years of full-time professional working experience (acquired after a university degree) at the time of application. Proficiency in oral and written English communication skills to be able to pursue studies.
5. Not more than 35 years old at the time of application. In exceptional cases, for programs which are appropriate for senior officials and managers, the age limit is 45 years old.
6. In good health.
7. Should agree to return to his/her home country after completion of studies under the Program.
8. Executive Directors, Alternate Directors, management and staff of ADB, consultants, and relatives of the aforementioned are not eligible for the Scholarship.
9. Staff of academic institutions are not eligible for the Scholarship.
10. Applicants living or working in a country other than his/her home country are not eligible for scholarships.
11. ADB-JSP does not support applicants who are already enrolled in graduate degree programs.
12. ADB-JSP does not sponsor undergraduate studies, distance learning programs, short-term training, conferences, seminars, thesis writing, and research projects.
